INFORMATION FOR PARTICIPANTS TO THE SIXTEENTH SUMMIT OF THE NON-ALIGNED MOVEMENT


DATE AND VENUE OF THE CONFERENCE

1. The Sixteenth Summit of the Non-Aligned Movement (NAM) will open in Tehran on Thursday 30 August 2012. It will close on Friday, 31 August 2012. The Summit will be held in the Tehran Summit Convention Center, located in Velenjak Avenue, approximately 40 minutes by freeway from the center of Tehran and a 90 minutes' drive from Imam Khomeini International Airport. The Summit will be preceded by the NAM Foreign Minister's meeting, to be held from 28 to 29 August 2012. Prior to the NAM Foreign Minister's Meeting, the NAM Senior Officials will convene from 26 to 27 August 2012. The Nam Foreign Minister's as well as Senior Officials Meeting will convene in the Islamic Republic of Iran Broadcasting (IRIB) Conference Center (IRIB Conference Center), located in the Chamran Highway, approximately 10 minutes from the Tehran Summit Convention Center. The two main committees of the Senior Officials will meet in separate conference rooms, Political Committee in the "Khajeh Nasir Hall" and Economic and Social Committee in the "Khorshid Conference Room" at the IRIB Conference Center. Smoking is not allowed at the Summit, Foreign Ministers and Senior Officials meetings.

REGISTRATION

2. Online registration is required for the NAM Summit, Foreign Ministers and Senior Officials meetings. Instructions for online registration are available for downloading from the Summit web site: nam.gov.ir. Queries concerning the system can be addressed by e-mail to support@nam.gov.ir and in parallel to fax number +98 21 66 71 80 88 or +98 21 66 71 44 89. Registration should be completed by 20 August 2012. A copy should also be provided to the Iranian Embassy or consulate in, or closest to, their country of residence, to facilitate entry visa issuance process. Conference badges will be issued by the Secretariat of the host country and made available by the relevant Liaison Officer to delegations. The Registration Centre located in the lobby of Summit Convention Center as well as the IRIB Conference Center will respond to queries concerning the conference badges.

VISAS

3. Attention is drawn to the provisions in force regarding entry into the Islamic Republic of Iran. Participants require a visa to enter the Islamic Republic of Iran which must be obtained from the Iranian Embassy or consulate in, or closest to, their country of residence. Any visa application should be lodged well in advance of the expected date of travel. In cases where an Iranian Embassy or Consulate does not exist in the country of residence of a participant, upon prior coordination with the Secretariat of the host country, visa will be issued upon arrival at the Imam Khomeini International Airport. Participants from the countries, having concluded visa exemption agreement with the Islamic Republic of Iran do not require an entry visa.

ARRIVAL IN TEHRAN

4. Heads of Delegations travelling by private jets will arrive at the Mehrabad International Airport and will be received by the officials of the host country. Heads of Delegations arriving at the Imam Khomeini International Airport will be received by the officials of the host country. Other delegates, representatives or participants arriving at the Imam Khomeini International airport will receive information on their accommodation and other arrangements, at the welcoming desk at the same Airport. Shuttle services are available outside the airport, upon coordination with the welcoming desk. For logistical arrangements, participants are kindly requested to register their flights, dates of arrival and departure on the Summit web site: nam.gov.ir.

CONFERENCE BADGES

5. Access to the conference site and conference rooms will be granted upon presentation of a valid conference badge issued by the Secretariat of the host country. Delegates holding a conference badge are subject to screening at the main entrance of the Tehran Summit Convention Center. Heads of State or Government, Vice-Presidents and Crown Princes as well as their spouses, will be exempt from screening. The shuttle services may be used by delegates of Member States wearing conference badges.

6. Delegates and other participants, upon prior registration at the Summit web site, will be provided with their conference badges by the relevant liaison officers, before the opening of the meetings.

OPENNING OF THE CONFERENCE AND SEATING ARRANGEMENTS

7. The formal opening plenary meeting of the Summit will be held at 9:00 on Thursday, 30 August 2012, in the Plenary Hall of the Tehran Summit Convention Center. The formal opening plenary of the NAM Foreign Ministers will be held at 9:00 on Tuesday, 28 August 2012. Moreover, the formal opening plenary of the NAM Senior Officials will be held at 9:00 on Sunday, 26 August 2012. At the opening of the Summit and at subsequent Summit plenary meetings, each government delegation will be assigned 5 seats: two at the table and 3 behind. At the Foreign Minister's meeting, each government delegation will have 3 seats, one at the table and 2 behind. At the Senior Officials meeting, each government delegation will have 3 seats, one at the table and 2 behind. Delegations will be seated in English alphabetical order.

AGENDA AND PROGRAMME OF THE CONFERENCE

8. A provisional agenda and programme of work will be issued. Morning plenary meetings are scheduled to take place from 10:00 to 13:00 and afternoon plenary meetings from 14:30 to 18:00. The programme of meetings will be made available in the daily Journal of the meeting, giving details on daily activities and information such as titles, times and locations of meetings, agenda items to be considered and relevant documentation.

INTERPRETATION

9. The official languages of the Summit are Arabic, English, French and Spanish. Statements made in the plenary, will be interpreted in the official languages.

DOCUMENTATION

10. The Summit web site: nam.gov.ir provides easy electronic access to documentation. It (right-hand navigation column), offers options to download documents for the current Summit and Foreign Ministers Meetings and to consult documents of previous sessions and other relevant documentation. Since documentation is available on the Summit web site, as an economy measure, delegates are encouraged to carry their own documents during the meetings. A Document Distribution Center operates at the counter in the entrance hall of the Tehran Summit Convention Center.

ARRANGEMENTS FOR CONDUCT OF DISCUSSION IN PLENARIES OF THE SUMMIT AS WELL AS FOREIGN MINISTERS MEETINGS

11. Honorable Heads of States and Foreign Ministers are encouraged to limit their interventions to approximately 700 words (a statement of a maximum of seven minutes) in such discussions. Statements might focus on the theme of “Lasting Peace through Joint Global Governance”. Delegates may opt for group or regional statements, in lieu of individual statements.

12. Delegates wishing to have the name of their high level officials placed on the list of speakers for the general discussion should notify the "List of Speakers Desk" located in the relevant plenary halls. Delegations on the list of speakers who wish to circulate their statements in the plenary hall are requested to provide an electronic as well as hard copies of their statements by emailing them to support@nam.gov.ir and the "List of Speakers Desk" located in the plenary hall, as soon as available and at least two hours in advance of their designated speaking slot.

INTERVENTIONS OF DELEGATES COMMITTEES OF THE SENIOR OFFICIALS MEETING

13. Delegates wishing to have their name placed on the list of speakers or submit their formal written contributions relating to items on the agenda, in either Political or Social and Economic Committees should contact the Secretary of the Committee concerned, during the same meeting.

LIST OF DELEGATES

14. A provisional list of delegates and other participants will be distributed at the beginning of the Senior Officials meeting. This list will be issued on the basis of the registration forms received by the Secretariat of the host country, prior to the beginning of the meeting up to 16:00 on Saturday, 25 August 2012. In the event of any official change in delegation membership, delegations are kindly requested to notify the Secretariat of the host country in writing on a form which is available with the list. The form should be signed by the chief delegate and handed over to the Document Distribution Center.

DELEGATES’ LOUNGE

15. A Delegates' Lounge near the plenary hall is available for the convenience of delegates.

RESERVATION OF ROOMS FOR PRIVATE MEETINGS

16. Requests by delegates for the reservation of meeting rooms at the Tehran Summit Convention Center for private meetings may be addressed to the Secretariat of the host country at the e-mail address support@nam.gov.ir and in parallel to fax number +98 21 66 71 80 88 or +98 21 66 71 44 89 before the opening of the Summit and Foreign Ministers meeting.

MEDIA

18. Press and media facilities will be available from Sunday, 26 August through Friday, 31 August 2012. The Media Centre is located in the Tehran Summit Convention Center as well as the IRIB Conference Center. The Media Centre offers various services to accredited press and media representatives, including PCs with Internet access and printers.

COMPUTER & INTERNET CENTER

19. The Delegates Computer and Internet Centre is located in the Tehran Summit Convention Center and the IRIB Conference Center. Computers and printers are available for participants on a first come, first served basis. These computers allow Internet access and are equipped with word processing and spreadsheet software. Workstations will be available, giving full access to the Internet and in particular to the Summit web site: nam.gov.ir. The Delegates Computer and Internet Center and all the meeting rooms will also be equipped with wireless hotspots allowing visitors to connect to the Internet with their own wireless-enabled notebooks.

SECURITY

20. During the period of the Summit and the preceding Foreign Ministers and Senior Officials meetings, 26 to 31 August 2012, heightened security measures including certain restrictions on movement shall be in place. Access to the conference centers is restricted to those persons who are properly accredited and are wearing a Conference badge. Therefore, access will be denied to anyone not wearing a valid Conference badge. In the interest of the security and safety of all participants, Security Officers reserve the right to deny and/or restrict the access to the Tehran Summit Convention Center or to any of the other restricted areas as well as to request that registered participants depart the premises.

21. In order to facilitate entry into the restricted areas, a secondary access badge will also be utilized in conjunction with the conference badge. Only those individuals who are properly identified will be allowed access by security officers. Please be advised that for security reasons as well as allowing smooth functioning of the meetings, mobile phones will be shut off within the plenary halls.

22. Participants are responsible for attending to their own personal belongings. Any bags or objects left unattended will be seized for security reasons.

ISLAMIC DRESS CODE

24. Ladies are kindly requested to respect the Islamic Dress Code during their stay in the Islamic Republic of Iran, in particular by wearing a scarf.

RESTAURANT

25. The Delegates' Restaurants in the Tehran Summit Convention Center and the IRIB Conference Center are open from 12:00 to 14:30 from Sunday to Friday respectively. The Restaurants are no smoking areas.

TRANSPORT

26. From Sunday 26 August to Friday 31 August 2012, Shuttle services will transfer the participants between the Tehran Summit Convention Center, the IRIB Conference Center and their hotels. Delegates are strongly recommended to use these services. Meanwhile Tehran taxi drivers know the Tehran Summit Convention Center as “Salone Ejlas Saran”, Velenjak avenue and the IRIB Conference Center as "Markaze Hamayeshhaye Seda va Sima", Chamran Highway.

AIR TICKETS

28. Delegates who need to reconfirm their return flights may do so at the Summit Protocol Desks located at the lobby of their hotels from 09:00 to 17:00, Sunday to Friday.

MEDICAL SERVICE

29. A medical team will be on duty for first-aid care in the Tehran Summit Convention Center. If necessary, the medical team will refer delegates to appropriate facilities in Tehran.

CURRENCY

30. The official currency of the Islamic Republic of Iran is the Iranian Rial.

CASH AND CREDIT CARDS

31. While Iranian Debit cards are frequently used in Iran, Credit cards are not common. However, special arrangements will be in place at the Tehran Summit Convention Center as well as the IRIB Conference Center to provide exchange services.

ELECTRICITY AND POWER OUTLETS

32. One voltage is used in the Islamic Republic of Iran which is 220V. Some hotels may offer outlet adapters for certain configurations. It is recommended to check the voltage in each device before plugging it into an outlet.

CLIMATE

33. In August, the local temperature in Tehran usually lies between 24 to 35 degrees Celsius, but there may be peak temperatures above 35 degrees.

TIME ZONE

34. Tehran is GMT + 03.5 hours.

PRAYER ROOMS

35. The Prayer Room is located in the Tehran Summit Convention Center as well as the IRIB Conference Center.

SUMMIT SECRETARIAT

37. The Inquiry Office of the Secretariat of the host country is located in the entrance hall of the Tehran Summit Convention Center. It provides guidance on a range of matters of interest to participants, and will direct them to other services such as travel, finance and communications. Lost property may be turned in or claimed at this office.
